Bud Flood, the crooked owner of a bottled water company, has been sabotaging his competitors' drinking water in order to promote his own. Darkwing moves to stop him, but Flood falls into a vat of contaminated water, only to survive and become a hydrokinetic mutant known as "The Liquidator". Now, Liquidator proceeds to turn all of St. Canard's water hard and DW must stop him.
