Jason, Trini and Zack are looking forward to their scuba diving trip that afternoon, but Billy refuses to accompany them, as he has a huge fear of fish. Kimberly stays behind to keep him company. Rita decides to use Billy's fear to her advantage and tells Finster to send down the Goo Fish. With the other rangers down under, Billy will have to learn to control his fear if he is to can this fish.
