Jiraiya doubts the likelihood that Naruto will live up this promise, explaining that the Rasengan was developed by the Fourth Hokage in a duration of three years. He then goes on to explain that popping the balloon is only one of three steps, and leaves Naruto to resume his training.Naruto soon discovers that popping the balloon is easier if he uses both of his hands after observing a cat, and progresses to the second step.
