Thomas and Percy are chosen to deliver a giant balloon. But Percy thinks it would be done a lot easier if the balloon carried the engine with it. So Percy is tied to the balloon and whisked into the sky by the wind but soon Percy is in trouble when he does know how to lower the balloon or himself to the ground.
