The Inspector is sent to find a scientist in Transylvania who is making monsters without a license. The scientist is a vampire (voiced by Hal Smith), who needs a brain for his latest monster, and the Inspector arrives at just the right moment; as such, he and his dimwitted, brawny accomplice, Urg (voiced by Marvin Miller) go after him.
